Drug Free ID
The Drug Free ID Program is a key element of the Drug Free Dover Comprehensive Substance Abuse Prevention Program. The ID Program is the means by which the community rewards and encourages students for choosing a lifestyle that is free of tobacco, alcohol, and other drugs.
Under this program, qualified students receive a high quality tamperproof photo ID, which is valid for three middle school years (6th, 7th and 8th grades). Card holders may use their ID to receive discounts at a variety of businesses or to participate in scheduled special events and activities.

How Do You Qualify to be a Card Holder?
The ID Program is open to middle school students in Dover that meet the following requirements:
- Successfully completed the full DARE Core Program.
- Completed the workbook and related homework in the Core DARE Program.
- Participate in the Logo Lampoon Program.
- Completed the required DARE essay.
Program Goals
It is well known to researchers that, statistically speaking, most youths are not using drugs. However, students often have the perception that “everyone is doing it”. One of the goals of the Drug Free ID Program is to make the non-use of drugs a high profile activity, and at the same time present it as “cool”, attractive and beneficial.

Administration of the Drug Free ID Program
The Drug Free ID Program is administered by the Dover Police Department, as part of the overall Drug Free Dover Program. The camera and related equipment were purchased in 1992 with $3,000 that was forfeited by the courts to the Dover Police Department from a convicted drug dealer. Additional funding for the initial supplies and materials needed to start up the program came through a grant from the Dover Rotary Club.
